When you look at this drawing, the middle part will attract the eye and get noticed first. Because the middle part has more visual weight than the other parts. Things that create visual weight are the shape and size difference. Sides of the drawing are orthogonal, element in the middle has a circle shape and it takes more space than the buildings around it.This creates the dominant focal point.Dominance helps create an area of interest, starting point in this drawing. Another thing about it, the middle part seems to be approaching the viewers so it creates a visual hierarchy.
